Water Connection Services 

Ownership & Responsibilities 

Gisborne Water's Responsibility

The Authority (Gisborne District Council) own the net work up to the Tobie box connection from the isolation to any meters that measure the water a customer uses. They’re responsible for reading and maintaining them where possible (Ware & Tare Only).

 

Property Owners Responsibility

As a property owner you are responsible for:

• Owners must ensure you have an authorised connection to Gisborne Water main. In most cases, at this stage it will not include a water meter - Should you need a new connection Tobie or meter Jones Plumbers can organise approval on your behalf and all works will comply with the authorities design briefs.

• We will also ensuring all licensed plumbing works comply to AS-NZS standards  

• As owners its your responsible to protect council equipment or metering from damage after installation

• There is a design set out to comply to council regulations to where your isolation or meter can be installed, this is to ensure accessibility for maintenance.

• Owners must keep the area around the meter box clear so it can be accessed or read 

• Maintaining a private meter if your property has one

• Maintaining a metered standpipe if you have one.

Installation Of A New Water Connection

Only a licensed plumber and a Gisborne District Water contractor we can install, raise or relocate or connect a water tobie . Jones Plumbers we have you fully covered to do any repair installation or modification.

If the connection is 32 mm or larger, we will also install an up stand & back-flow prevention device. Smaller meters boxes have these devices inside them. When installing a private water pipe, we will allow for the correct size & spacing's for the meter. When installing the private water connection from the water main, we will plan where the meter needs to go ensuring specified location / distances are met: 

• Inlet riser is between 300 mm and 1,000 mm inside the front property boundary

• 600 mm from the left or right property boundary.

Inlet riser and outlet riser are minmium:

• 300 mm from the ground

• Parallel to the closest side boundary. 

• The meter has a 300 mm gap around it

• Maintain good access to read it in future.

If the property has a locked and tagged water pipe, we won’t need to plan where the meter needs to go as the developer has already laid part of the pipe, which goes from the water main to the inlet riser. Need to Move A Water Connection?

Should you need to move a water tobie or lateral when it’s in the way of a proposed fence or driveway. The property owner is responsible for the cost. We will ensure compliant location is met.

Should you need to move the connection more than 3mtrs, we will need to do an application for a new water connection via GDC.

We will also need to apply to disconnect the old water service as well.

Before moving your meter, we will contact GDC to supply:

• A drawing or diagram of the proposed position • The property details • The account number if you have it • Why it needs to put it in another position • How future contractor will access it.

We’ll let you know if your proposal is suitable within seven days.

Need to Replace A Connection?

If you believe you have a failed / leaking or faulty property water connection we can request replacement free of charge if it’s faulty or at the end of its life. This is about every 25 to 30 years for small property connections. You may be eligible for a free upgrade as GDC are currently upgrading tobies & connections as a part of regular assessments to their net work over time. Jones Plumbers can test the Tobie or connection to be sure. Please note: If the connection or asset has been damaged outside of "general ware", there may be a charge to you for a replacement.
